10 developments proposed in Toowoomba region this week

THE development industry is one of the biggest areas covered and regulated by the Toowoomba Regional Council.
Whether it's a subdivision, new building or even just a renovation, the council's planning and development group assesses every proposal and its adherence to the planning scheme.
Here are the development applications proposed to the TRC this week.
1. 26-34 EUSTON RD, GLENVALE
Application: Request to Change Approval Low Impact Industry (Caravan Repairs)
Applicant: Ashmore Business Enterprise Pty Ltd
Submitted: August 17
THE development application is a "minor change" to an existing approval for a caravan and motor home repair business called MAKS Onsite Caravan Repairs.
The applicant is seeking to change the approval to use part of one of its sheds for the ancillary sale of spare caravan parts and accessories.
The change does not involving increasing the current gross floor area.
2. 140 STUART ST, MOUNT LOFTY
Application: Dwelling (House)
Applicant: Paragon Homes Pty Ltd
THE site, which is considered a "small lot" under the planning scheme, has been slated for the construction of a new residential house.
The applicant has proposed a one-storey house with a gross floor area of 240 sqm.
The area is covered under the council's neighbourhood character overlay, which has certain rules for the types of developments allowed to match the surrounding properties.
3. 46 ALBERT LANE, NEWTOWN
Application: Dwelling (House)
Applicant: Duffus Family Trust
THE development application is for a residential property on a vacant lot within a neighbourhood character overlay.
The one-storey house is set to have a gross floor area of 186 sqm, with a site cover of less than 50 per cent.
4. 624-634 ALDERLEY ST, HARRISTOWN
Application: Request to Change Approval, Service Station and Food and Drink
Applicant: Toowoomba Land Company Pty Ltd
THE applicant has proposed a minor change to its existing approval of a service station and attached drive-through food outlet.
The changes include amending the roof form above the fuel bowsers, which will have no impact on the planned operation.
It is also proposed that the development is broken into two stages, with the servo to be built in the first stage and the remaining elements formed afterwards.

5. 340 MCKENZIE RD, OAKEY
Application: Stormwater and Earthworks
Applicant: Phillip James Prendergast, Trevor Paul Prendergast
THE development proposal is for a category one levee bank and holding pond, which will surround the proposed poultry farm and meat processing facility at the site.
According to documentation, the levee bank will prevent flood waters or other overland flow waters from entering the poultry facility and potentially contaminating downstream sensitive receivers.
The proposal also includes a holding pond to capture run-off water from the facility and allow for treatment prior to being re-used.
It includes a report into stormwater management and the levee bank design.
6. 21 LILLY AVE, CAWDOR
Application: Driveway crossover
Applicant: Angela Louise Atkinson
THE applicant has submitted an operational works plan for a driveway at the property.
The driveway will be used to access a proposed residence for the lot.
7. 3 COPP ST, PITTSWORTH
Application: Stormwater
Applicant: Duncan John Lee
THIS proposal relates to determining the post-development impacts associated with stormwater run-off from the proposed development site.
The applicant plans to subdivide the property, which already features a dwelling.
The independent report found the proposal would have no impact on stormwater flow.
8. 249 HERRIES ST, NEWTOWN
Application: Stormwater and Sewage Infrastructure
Applicant: Ubika Pty Ltd
MUCH like the prior proposal, the proposal is to lay out impacts on stormwater associated with an approved subdivision of a residential lot into four smaller blocks.
The report found there would be "no actionable nuisance" of stormwater flow, and any effects on additional run-off would be reasonable.
The original development was approved back in 2018.
9. 43 MERINO ST, HARRISTOWN
Application: Driveway Crossover
Applicant: John Ernest Dunwoody
THE development is for an operational works plan to build a second driveway at the premises, which is already occupied by an existing residence.
10. 11 and 21 HAMPTON VIEW CT, HAMPTON
Application: Survey Plan Sighting (boundary realignment)
Applicant: Hampton View Pty Ltd
THE application relates to a prior approval for the boundary realignment of two blocks in Hampton.
The previous development, which created blocks of 5.022 hectares and 7.64 hectares respectively, was approved back in July.
No documents were attached to the new proposal.
