Developer Czislowski plans to build 20 units on Johnson Road, Gracemere

It would be the first units to be built in the growing town for some years and comes as there are only 28 properties for rent right now. Check out where they are proposed.

A Central Queensland developer has lodged new plans to build 20 units in Gracemere in a bid to help the “major housing crisis” across the state.

Paul Czislowski, through his company Turtleway Learning Centre Pty Ltd, submitted plans to Rockhampton Regional Council for the development on a parcel of land at lot 2 Johnson Road.

The property, just down the road from Waraburra State School near the Dawson Street intersection, is one of the vacant parcels along the busy road.

The plans, prepared by Capricorn Survey Group CQ, are for five two-storey buildings together containing 20 three-bedroom units with their own single-car garages and 11 car parks.

The floor plans for the units show the downstairs includes living areas, a toilet, garage and alfresco area, and upstairs has three bedrooms, a main bedroom with a balcony, walk-in-robe and ensuite, and another bathroom.

The building height would be 6.9m and the total site has a gross floor area of 1660 sqm, covering 23 percent of the site.

The units would be accessed from the south bound lanes of Johnson Road, which has four lanes.

The planning report states the development will be staged, “in line with market demand”.

It is not the first time Mr Czislowski has proposed plans for the Johnson Road site.

His approved plan for a 28-lot subdivision in 2007 has since lapsed.

According to the recent planning report, the latest proposed development is for a “lesser density” which is a “more suitable outcome for the low density residential zone”.

“The State Government have identified a major housing crisis in Queensland, with an imbalance between demand and supply creating substantial affordability and availability challenges,” the report states.

“The development brings diversity to the residential market, smaller townhouse yards provide more affordable housing and lifestyle choices for varying socio-economic groups and in turn will assist in softening these current housing pressures.

“Although not the preferred housing type for the low density residential zone, the proposed units are for long-term residency and situated appropriately on a high-order road with ease of access to community facilities and public transport, satisfying the overall outcomes sought for the zone.”

Through another company of Mr Czislowski’s, Landtrak Corporation, he has built many other developments in the region over the past 35 years including the Capricorn Enterprise Park and Business Park at Gracemere, Emu Park Motel and townhouse development and duplexes and apartments in Blackwater.

Mr Czislowski previously fought to build a 382-block subdivision in Mount Morgan, which was ultimately rejected by Rockhampton Regional Council in 2017 as it didn’t meet the planning scheme and cited bushfire hazard concerns.

The development for Nine Mile Road had previously been approved by Mount Morgan Shire Council in 2008.

The Australian Bureau of Statistics recorded a population of 12, 810 in Gracemere as of June 2022.

The town has been steadily growing over the last few decades.

Since 2017, the population of Gracemere has increased by 2.6 per cent.

The growth has also been represented in residential property transfers as 2021 recorded a massive growth of 317 properties, compared to 149 in 2020 and 116 in 2019.

There are 28 properties for rent right now in Gracemere on realestate.com.au, and just one unit.

The Johnson Road units will now be assessed by council planning officers.
