Phillip Moulds, Dr Ewen McPhee, David Allen receive Queen’s Birthday Honours

They’re doctors, educators and contributors to the community, and now they’ve been recognised for their services in the Queen’s Birthday Honour Roll for 2022. See the CQ recipients here.

A Central Queensland school headmaster, police officer and doctor are among Queensland sporting royalty and top doctors who were named as a recipient of Queen’s Birthday Honours for 2022.

Rockhampton Grammar School headmaster Dr Phillip Moulds (Rockhampton), Dr Ewen McPhee (Emerald), Dr Sunday Adebiyi (Dysart), David Allen (Agnes Water), John Martin (Yeppoon) and Sergeant Paul James (Duaringa) were all named on this year’s honours list.

Their names are listed among well-known Queenslanders including tennis star Ash Barty, Queensland Governor Dr Jeannette Young and golfing legend Adam Scott.

Dr Phillip Moulds - OAM

RGS headmaster Dr Phillip Moulds was the recipient of an Order of Australia Medal for his contribution to secondary education.

Dr Moulds has been headmaster of RGS for the past 12 years and for 18 and a half years before that, he held a variety of positions at Brisbane Grammar School including deputy headmaster, deputy head of boarding, head of science and head of chemistry.

For 14 years Dr Moulds worked as a lecturer for the graduate school of education at Harvard University online in the areas of educational leadership and using data to inform learning.

Dr Moulds earned his PhD in Education from the University of Queensland and also holds a Bachelor of Educational Studies with First Class Honours, Postgraduate Diploma of Education, Bachelor of Science and Bachelor of Music, all from UQ.

For the past four years he has been a member of the independent Schools Queensland Board and has also been the chair of the education subcommittee for the past three years.

Dr Moulds has also served on the Anglicare Central Queensland board and the board of the Australian Boarding Schools Association.

Sergeant Paul James - APM

Officer in Charge of the Duaringa Police Station Sergeant Paul James was awarded an Australian Police Medal on this year’s honour roll.

The award is one of the most prestigious and highest honours a police officer can receive.

Sergeant James was sworn in as a police officer in 1991 and has been an operational/frontline police officer throughout his career.

In the first few years of his service, Sergeant James was a general duties officer in various police stations in Brisbane before later moving in to smaller and more isolation stations throughout Central Queensland including Ayr, Blackwater, Woorabinda and Duaringa.

He was promoted to his current role, Officer in Charge, in 2007.

Sergeant James is well known for being an exemplary example of a police officer in charge of a small country police station, working tirelessly with the community, local government and other emergency service providers in relation to major critical incidents, crime prevention and disaster response.

Queensland Police Commissioner Katarina Carroll today congratulated Sergeant James and the five other officers from the QPS who received the APM.

She said every little thing the award recipients had experienced throughout their lives made them perfect police officers.

“Police officers aren’t born, they’re made,” she said.

“The APM is the highest award bestowed on a police officer. The six QPS officers being awarded the APM have demonstrated outstanding dedication and commitment in their service to the Queensland community.

“I would like to congratulate them on this significant achievement and give them my personal thanks for their contribution.”

Dr Ewen McPhee - AM

Dr Ewen McPhee is an Emerald based doctor who was appointed as a Member of the Order of Australia.

Dr McPhee has 30 years of experience in rural general practice and also holds qualifications in skin cancer medicine.

Dr McPhee’s first rural posting was at Charleville Hospital as principal house officer and as an anaesthetist for Dr Louis Ariotti, who he described as one of “the last true rural generalist surgeons”.

In 1989, Dr McPhee moved to Emerald as the solo public doctor and medical superintendent, also working with Dr Jim Baker’s renowned flying obstetric service.

He entered private practice in Emerald in 1992.

Last year, he was recognised for his three decades of service and won the AMA Queensland Rural Health Medal, presented at AMA Queensland’s annual dinner.

Dr McPhee is a designated aviation medical examiner (DAME) for aviation medicals and a nominated medical advisor for coal board medicals.

He is also an accredited GP supervisor and medical educator.

Dr Sunday Adebiyi - OAM

Dr Sunday Adebiyi was the recipient of an Order of Australia Medal, receiving recognition for his service to general practice medicine.

Dr Adebiyi has been working in Dysart since 2004, after migrating to Australia from Nigeria.

After arriving in Australia he began his work in Charters Towers.

In 2002 he helped set up the Gemfields Medical Centre before he began servicing the Central Highlands as a travelling doctor.

This year Dr Adebiyi won the Spirit of Isaac award at the Dysart Australia Day Awards.

David Allen - OAM

Agnes Water’s David Allen was the recipient of an Order of Australia Medal for his service to the visual arts.

Mr Allen was born in Melbourne and is now President of the 1770 Art Show team.

He previously worked in hospitality and media where he held both creative and management roles.

Mr Allen’s art works have won various awards including a Hansen Award for best painting in 2015 and a South Australian APIA award for Best Calendar in 2002.

In 2007, David and his partner decided to explore Australia by road and which saw the creation of a series of oil paintings called “Whiteman Dreaming”.

He created 32 works in the collection which was very well received, with paintings going to private collections around the globe, including in Switzerland, Thailand and Saudi Arabia, as well as around Australia.

John Martin - OAM

Yeppoon’s John Martin received an OAM for his service to the local community.

In 1994, Mr Martin was working as a sawmill manager at Dawson Valley when he heard about a government plan to create an organisation in Yeppoon with hostel accommodation.

While attending his local Seventh Day Adventist church, he was approached by the pastor who said there was a manager job that would be perfect for him.

Mr Martin started at the retirement village as a manager, and then went on to become a project manager and then a development manager.

When the Capricorn Adventist Retirement Village first came to fruition it was a four-hectare site with a hostel rooming 36 beds and six bed sitters.

From day one, each bed has been occupied, with the home since expanding to include independent living units as well as 66 residential places - 12 of which are for residents with memory impairment and dementia.

It was Mr Martin’s idea to expand the village into something bigger.

He is now a resident at the village and a volunteer with the Yeppoon Rotary, where he’s done work overseas in the Solomon Islands.
