A development application is being considered by Bundaberg Regional Council to reconfigure a 6.6ha parcel of land into 56 housing blocks at 23 Loeskow Street, Bundaberg North.

The proposed development includes the creation of a new road and drainage reserve, to be completed over four stages.
The subject site, described as Lot 3, spans 66,030m² and is currently undeveloped.

It has 65m of frontage along Loeskow Street on its eastern boundary and 26.5m on King Street on its southern boundary.

The site is mapped within the Emerging Community Zone under the Bundaberg Regional Planning Scheme 2015, with surrounding zones including Medium Density Residential, Community Facilities, and Neighbourhood and Precinct Centre areas.

The development has been assessed against the relevant planning scheme codes and state provisions, addressing considerations such as infrastructure, flood risk, and zoning.

Although the site lacks urban infrastructure, existing services along Loeskow and King Streets can be extended to support the new lots. Sewer and stormwater drainage infrastructure are available and will be connected as needed.

The council’s flood mapping indicates that about 50 per cent of the rear of the site is susceptible to riverine flooding.

The design incorporates appropriate measures to mitigate flood risks, including compliance with the Flood Hazard Overlay Code.

The proposed reconfiguration will create regular-shaped lots with a minimum size of 600m², meeting the requirements for sewer-connected residential lots in the Low-Density Residential Zone.

The development layout ensures compatibility with surrounding land uses and maintains a buffer zone to nearby agricultural properties.

A traffic impact assessment confirms minimal effect on nearby roadways and intersections.

Access to the development will be via King Street, with a standard Give Way intersection treatment deemed satisfactory.

Two pre-lodgement meetings were held with the council on June 18 and October 3, 2024.

Discussions focused on site-specific flood hazards and layout adjustments, with the council generally supportive of the proposal, subject to modifications.

A report on the proposal said that if approved it would deliver needed residential development while addressing planning and environmental considerations for the Bundaberg North community.
