• Markets — for food only with strict enforcement of density obligations

• Hardware, building and garden supplies — can retail to tradespeople only, with contactless pick-up for public

• Agricultural retailers — drive-through only

• Accommodation provided or funded by government in response to COVID-19

• Meals on wheels for aged services

• Essential support for in-home aged services

• Schools — only open for children of workers still allowed to work on-site in their professions/industries and for vulnerable children
