Winchelsea: $6m shopping, apartment complex plans lodged with Surf Coast Shire

A house and caravan park in Winchelsea could be bulldozed to make way for a $6m shopping complex, under plans lodged with Surf Coast Shire Council.

Planning firm Urbis compiled a planning report on behalf of Bedi International Pty Ltd,

which operate Winchelsea’s current IGA on Main St.

The plans detail how four properties – 24, 28 and 30 Willis St and 31 Austin St – would be developed under the multimillion-dollar proposal.

Developers have sought approval to use the land for a variety of purposes, including accommodation, a licenced premises, buildings and works, signage and a reduction in carparking requirements.

In its submission Urbis said the shopping complex design “respects and embraces the low-scale country village character of Winchelsea”.

“The proposed development will assist greatly in ensuring locals have access to essential amenities and services while extending the shopping strip experience in the Winchelsea Town Centre,” planning documents read.

The heart of the project would be a ground four shopping complex, with an IGA supermarket and four retail tenancies – sized between 50-135sq metres – along Willis St.

The first floor above will have four rooftop dwellings with balcony access and the admin offices for a supermarket.

A portion of the supermarket, 300sq metres, would be used as a bottle shop.

The property at 24 Willis St is currently a caravan park, while 28 and 30 Willis Street are vacant blocks.

The Austin St property is a single weatherboard house.

The complex would have space for 90 car parks, with 69 allocated for retail, four for the apartments and 17 on Jackson St.

The provision of on-site carparking falls 15 short of the projected “maximum carparking demand”.

The proposed opening hours of the bottleshop are between 9am and 11pm Monday to Saturday, and between 10am and 11pm on Sunday.

The bottleshop would operate from noon to 11pm on Anzac Day, and would close on Good Friday and Christmas Day.
