Toowoomba Regional Council approves new 183-unit retirement village with golf course at Cotswold Hills

The Toowoomba Regional Council has approved a new retirement village with a private golf course in the city’s western suburbs.

A new retirement village with communal facilities, including a golf course, has been approved by the Toowoomba Regional Council following a lengthy assessment process.

Country Club Living put forward the plans in May 2020 for the independent living facility on a giant parcel of land on Gowrie Junction Rd in Cotswold Hills, just south of the Toowoomba Bypass.

It sits next to the Essence Estate subdivision nearby, which was approved several years ago.

Following extensive consultations with council officers, the final development was reduced to 183 units, with shared facilities like a four-hectare golf course, spike bar, tennis court, croquet garden and bowling green.

The units themselves will feature five different types of villas in two separate colours.

Council officers sent an information request in June citing a number of issues with the plan, and after further correspondence and a final “outstanding issues” letter sent in October, the applicant requested the matters be resolved with conditions.

The issues in contention included waste collection, landscaping, golf course irrigation and drainage.

“A number of dwellings cannot be serviced by a refuse collection vehicle at their internal frontage,” TRC senior planner Sophie Spencer wrote.

“As such, shared waste collection points are necessary given that reversing refuse collection vehicles lead to a potential safety conflict.

“The development is recommended to be conditioned to provide detailed landscaping plans which address specific key areas of the development, including the entry, edge treatments, around communal facilities, the mid-block pedestrian link (and) golf course.

“No potable water is used for the irrigation of the golf course, including the initial filling and any shortfall in the proposed 320kL water storage tank.”

TRC senior planner Sophie Spencer recommended it be approved, subject to nearly 160 conditions.
