New set of units proposed for fringe CBD site to Toowoomba Regional Council

Plans for a set of two units behind an existing property near the Toowoomba CBD will be assessed against a different version of the council’s planning scheme.

A set of three residential units has been proposed for a fringe Toowoomba CBD site.

A developer has put forward plans for a set of units on a fringe CBD site, with the council to assess it under a different version of its planning scheme.

Applicants Bradley Shaun Prosser and Emily Anne Bird submitted a proposal for two three-bedroom units at the rear of a house on Goggs St in Toowoomba City.

The site is just 300m away from Laurel Bank Park and across the road from the Brodribb Aged Care facility.

According to the planning report, the main residence is currently being renovated, with the new units to be built at the rear of the 1100 sqm property.

“The existing home on the site is currently being renovated while two additional units are intended at the rear of the site,” the report said.

“The size, scale and nature of the use is consistent with the low-medium density zone and is also subject to assessment against the neighbourhood overlay code with the existing dwelling on the site.

“Each unit features cladded walls, aluminium framed windows and doors and corrugated metal roofing.

“These chosen materials are typical of those present in residential construction in the vicinity of the site and also complement the neighbourhood character overlay code.”

The report also said the works and new units would improve the streetscape of Goggs St, which it said had deteriorated for a number of reasons.

“To a limited degree, it is considered that the residential amenity of the area has been somewhat eroded over time, in no small part due to the location of the industrial developments along the eastern end of Goggs St, which is trafficked and commensurately recognised as a local road,” it said.

“Any on-site improvements will only serve to enhance the streetscape and reinforce the neighbourhood character.”

The applicants had previously been approved by the council to have the development assessed against a different version of the TRC’s planning scheme, thus making it code-assessable rather than impact-assessable.

The council has yet to respond to the application.
