A major over-50s resort operator has put forward new plans for an expansion of its existing site north of Toowoomba, which would add another 55 homes.

Major over 50s resort operator GemLife has put forward plans for a massive expansion of its existing development north of Toowoomba.
The company submitted a new proposal to the Toowoomba Regional Council this month to add 55 extra homes to its Highfields resort off Highgrove Drive, which already has an approval for 225 dwellings.
Along with the resort expansion, GemLife has also proposed 18 freehold residential lots on a neighbouring lot.
According to the planning report by RPS Group, a new application has been submitted for the entire project rather than simply extending the existing approval.
“Rather than limiting this application to the expanded component of the relocatable home park site and new freehold lots only, the application seeks a new development approval in its entirety such that a single consolidated decision notice and conditions of approval can be issued over the whole of the development site,” the report said.
“Notwithstanding this preferred approach, it should be acknowledged that a substantial portion of the development remains in accordance with the previous approval and has therefore been assessed and approved by council officers.
“To further augment the availability of housing product, the proposal also introduces RV dwelling designs that are capable of accommodating the parking of a recreational vehicle within the dwelling, as an alternative offering to standard relocatable dwelling designs.”
The 18-lot subdivision will also include a new road and balance land for future residential development.
The council has yet to respond to the application.
