Concordia Lutheran College proposes subdivision to eventually replace junior campus in Centenary Heights

A Toowoomba private school has unveiled plans to turn one of its campuses into a new subdivision in one of the city’s leafiest suburbs.

Concordia Lutheran College this week lodged an application with the Toowoomba Regional Council for its junior campus on Hume St in Centenary Heights.

The campus will become surplus to the school’s requirements once it completes its integration of all grades at the same site in Harristown.

According to the report by Precinct Urban Planning’s Paul Kelly, the 4.29-hectare site has been proposed to become 67 low-medium density residential lots ranging from 450 sqm to 640 sqm, along with a drainage lot.

The plans also create a new internal road connecting Lotus Cr and Kesler Ct, along with a footpath linking to Toowoomba’s existing pedestrian network.

The application includes a variation request to treat the land’s current community facilities zoning as low-medium density residential instead.

The school let parents and community members know of the plan through a written update this month, which argued a new subdivision was an appropriate use of the land given the city’s current housing crisis.

“We are proposing 67 residential lots ranging from 450 sqm to 642 sqm on tree-lined streets, in keeping with the beautiful character of the neighbourhood,” the update said.

“The Hume St site is ideal for residential development and could provide quality property options for younger buyers facing challenges entering the housing market, or for current property owners keen to downsize to a smaller block.

“The college believes a small lot residential development would support the sensible and sustainable development of Toowoomba as a liveable region.”

The school noted the site’s future use would be decided by the future purchaser of the land.

Technical reports were also attached to the application, relating to stormwater, water demand, traffic and road noise impacts and landscaping.

Concordia launched its 15-year campus unification masterplan back in 2023, before breaking ground on the new junior campus to replace Hume earlier this year.

“Breaking ground on the Junior Learning Centre is an exciting step for our college,” Head of College Anton Prinsloo said in February.

“It reflects our dedication to providing an environment that inspires every student’s potential.

“This development is not just an addition to our facilities but a testament to our vision for the future.”

Stage two started work in September on South St, which will also host a new early learning and outside school hours care centre for which the council has lodged plans.
