St Ursula’s College applies for variation request, reveals plans for West Toowoomba Bowls Club site

An application from a Toowoomba Catholic school to vary the planning scheme has revealed the college’s future plans.

A Toowoomba Catholic school has applied to Toowoomba Regional Council to vary the planning scheme to make way for its future expansion.

St Ursula's’s College Toowoomba is seeking a preliminary approval for a variation request over land recently acquired by the college at 5 and 24 Rome St and 107 West St, Newtown.

The application is seeking to extend the use rights and assessment provisions of the existing community facilities zone / education precinct across the newly acquired blocks.

At the same time, the request seeks to remove the Neighbourhood Character Overlay provisions of the planning scheme from applying to the land.

The West Toowoomba Bowls Club, including its clubhouse and outdoor bowling green facilities, currently occupy 5 Rome St.

A low-set dwelling occupies 24 Rome St, while 107 West St is currently vacant, with the recent removal of low-set multiple dwelling units.

Master plans accompanying the application indicate the college intends to repurpose the West Toowoomba Bowls Club clubhouse building for education purposes, and for the relocation of the school’s uniform shop from the corner of Rome and Warra Sts.

“The bowling greens will be converted to hard courts for netball and tennis allowing the college’s existing hard court areas to the east of the Bowls Club to be converted to green space and turfed sporting fields,” documents state.

The plans also show the residence at 24 Rome St will be removed and it and adjoining land will be converted into a parent and student carparking area.

The vacant site at 107 West St, along with adjoining vacant land at 2 Rome St will be maintained as green space areas for the college “in the short term”, documents said.

The West Toowoomba Bowls Club in August 2018 sold its land to St Ursula’s College and leased it back in an agreement until February 2022
