Former Pittwater MP Rory Amon allegedly sexually assaulted teen in underground bathroom: court

A former Liberal MP allegedly twice sexually assaulted a 13-year-old schoolboy in the bathroom of an underground carpark, court documents allege.

A former NSW MP who allegedly sexually assaulted a 13-year-old schoolboy in the bathroom of an underground car park continued sending sexually explicit messages, new documents allege.

Roderick “Rory” Amon appeared before Downing Centre District Court on Wednesday for a bail review after pleading not guilty earlier this year to 10 sexual assault-related charges.

New documents tendered during Mr Amon’s attempt to relocate from Sydney’s northern beaches have shed new light on the allegations, including the Crown’s case against the ex-MP.

The Crown will allege Mr Amon first met the complainant on the gay hook-up app Squirt.org when the boy was 13-years-old.

The Crown documents state the boy had used a picture of his torso and a fake name to create the account, and had also lied about his age as the site was restricted to people over the age of 18.

The complainant first allegedly came into contact with Mr Amon towards the end of a 10-day trial period, before moving to Snapchat “so the accused would feel more comfortable”.

The Crown will allege Mr Amon and the teen exchanged explicit images and videos of themselves on the application, with the complainant initially believing Mr Amon to be aged in his 20s.

Mr Amon allegedly later lied to the boy, telling him he was 17.

For his part, the boy told police he told Mr Amon he was 15.

Court documents state it was not clear who initially proposed that the pair meet – though “it was possibly” Mr Amon and the meeting ultimately took place at the complainant’s house.

Mr Amon is alleged to have driven to the boy’s address between 9 and 11pm , before relocating with him to the courtyard.

The former Pittwater MP is alleged to have suggested the pair go “somewhere more private”, first to the staircase to an underground carpark and then to a small shared bathroom.

Police allege the complainant was “scared of the accused’s (Mr Amon) insistence that they go somewhere discreet” and once inside the bathroom stall, he shut the door behind them.

Using his mobile phone as a light source, Mr Amon and the teen allegedly sat on the floor facing one another, before Mr Amon asked the boy “have you ever done anything like this before?”

The teen told Mr Amon “no”, to which he allegedly said “good”.

Mr Amon is alleged to have then kissed the teen before placing the boy’s hand on his erect penis over his tracksuit pants. He proceeded to remove his clothes and the boy performed oral sex.

The documents state the pair remained in communication over the coming days, with a second meeting arranged for the same place and in the same manner in about one to two weeks time.

Police allege the second incident took place much like the first, in the same bathroom, with the complainant noticing that Mr Amon’s car did not have any P-plates affixed.

During the incident, police allege Mr Amon also performed oral sex on the teen, before attempting to have anal sex with the boy, who reported “remembering it hurting a lot”.

Mr Amon asked for the boy to attempt to do the same to him.

After a few minutes, the activity stopped because the boy “began to feel overwhelmed and repulsed”. The sexual activity continued until the pair got up and left the bathroom.

The documents state that within a week, Mr Amon contacted the boy seeking to meet up again.

“Not knowing how to say no”, the boy said he was moving away and blocked him on Snapchat.

Shortly after the alleged incidents, the complainant “began to feel distressed about what had happened” and disclosed to the head teacher of wellbeing at his school about the incident.

The boy did not provide specific details “because he was scared and ashamed”, and was worried that his father would find out. As a mandatory reporter, the teacher made a report to police.

Police attended the boy’s school to speak with him, and again a few days later at his mother’s business.

He reported feeling “intimidated and frustrated by their questioning”.

Further disclosures were made to a clinical psychologist in mid-2017 as well as to school friends, with the complainant keeping Mr Amon blocked on Snapchat until about 2019-2020.

The documents state the boy at that point re-added Mr Amon to reinitiate contact as a way of resolving the incident in his mind as being “not a big deal”, and the two exchanged naked images.

At the time, Mr Amon told the boy he was in his mid-30s and was a lawyer.

After about two weeks, the complainant blocked him again.

The complainant made multiple further disclosures to friends and teachers at his school, before reporting the matter in full to police in June 2022.

The complainant later began using the app Grindr. On the same day, Mr Amon allegedly contacted the boy again using his own account, the username of which was “Yeeee”.

Mr Amon also allegedly sent the boy further messages from other accounts with different names, with the messages being sexual in nature, with one stating “I r looking for a third. Come join”.

The complainant took screenshots of the alleged messages.

The court was told the complainant told prosecutors it could be “personally catastrophic” if Mr Amon was permitted to move from Sydney’s north to Potts Point.

Mr Amon had “faced difficulties” while residing on the northern beaches, where he served as the local MP, and had applied to rent properties in and around Potts Point in January.

His lawyer told the court that Mr Amon had signed a lease on January 30 for a property but did not inform his legal team of the change in address until sometime later.

While Mr Amon was permitted to travel “anywhere in Sydney” under his bail conditions, the court was told the complainant had reasons for often being in the suburb.

In a two-page letter, the complainant expressed fears about running into Mr Amon, who he alleged had “harassed” him sometime between the alleged assault and his first police statement in 2022.

Judge David Scully agreed with those concerns and dismissed the application, noting that “Potts Point is not a big suburb” and the two meeting could cause the complainant “psychological issues”.

“I note, and somewhat regrettably, it was after the applicant had already signed a lease that he told his lawyer he would like to change his residential address,” Justice Scully said.

“The complainant has strong ties to Potts Point … Potts Point is not a big suburb, and there remains a risk that the accused might run into the complaint.”

Justice Scully said conditions put forward by Mr Amon’s lawyer, Clare O’Neill, including that he not go within 100m of the complainant's partner’s address, did not “ameliorate” risks.

Ms O’Neill had told the court that Mr Amon had frequented the Potts Point area “on at least 30 occasions for extended occasions and for various reasons” since 2015.

She said there had not been any previous issue in Mr Amon visiting the area, and his decision to sign the lease before informing his team “was a product of Sydney rental market”.

“The accused does not want to see the complainant either,” she said.

Mr Amon was arrested in August at Manly police station following an investigation by police Strike Force Nooral, which was established the same month he was elected to parliament.

At the time, NSW Liberal leader Mark Speakman said he had asked for and received Mr Amon’s immediate resignation as member for Pittwater after the allegations came to light.

He described the criminal allegations as “extremely serious”.

“While he is entitled to the presumption of innocence, a criminal trial will be some time away,” Mr Speakman said, adding that constituents were entitled to an MP who could fully “discharge their duties”.

Formerly a family law solicitor specialising in domestic and family violence, Mr Amon was elected to the Northern Beaches Council in September 2017 for the Narrabeen Ward.

He was elected to NSW parliament in March 2023 and was an opposition spokesman on infrastructure, housing and transport.

He served only one year, five months, and six days as an MP.

Upon his arrest in August 2024, Mr Amon said he would “deny all charges” and they were “such that I will be unable to continue to fully represent my community in parliament”.

“The people of Pittwater should have a representative who can dedicate 100 per cent of their time advocating for this wonderful community,” he said in an online statement.

“As I defend myself against these charges, I will not be able to devote my full energy to representing them. Thank you to all those who have supported me.

“It’s been the greatest honour of my life to represent my community.”
