The Queensland Parliamentary Service has successfully overhauled its core back-office technology system in just eight months after striking a strategic partnership with TechnologyOne.

QPS provides critical administrative and support services to all 93 members of the Queensland Parliament, the employees of the department, and various parliamentary committees.

It recognised the need for a more reliable and modern system to better serve its stakeholders, which made the decision to upgrade its back-office system a top priority.

Neil Laurie, clerk of the parliament, said QPS’s vision was to be an innovative leader in the delivery of parliamentary services.

“TechnologyOne is an important part of our digital transformation strategy to help achieve this vision. SaaS+ has allowed us to quickly leverage the advantages of the TechnologyOne suite, streamlining our processes and enhancing efficiency, enabling us to provide improved service to our stakeholders,” he said.

The transformation was made possible through the adoption of TechnologyOne’s innovative SaaS+ implementation methodology, a model that has set new standards in the delivery of ERP systems, especially within the public sector.

SaaS+ is an innovative model that combines the benefits of traditional SaaS with a comprehensive, full-service approach to system implementation.

Under this model, TechnologyOne takes on full responsibility for not just the initial set-up and deployment of the solution but also the ongoing operation, support, and future upgrades of the system, all for a fixed annual fee. This radically shifts the burden of risk from the customer to the provider, ensuring on-time and on-budget delivery – a major advantage over traditional IT project models that often run over budget and behind schedule.

With a proven track record of delivering robust solutions, TechnologyOne’s SaaS+ methodology provided QPS with a comprehensive solution that streamlined processes, enhanced operational efficiency, and empowered the service to better serve its constituents.

The benefits of this digital transformation have extended far beyond mere efficiency gains.

TechnologyOne’s SaaS-enabled tools have provided QPS with powerful data-driven insights, enabling its staff to make more informed decisions and significantly reduce the manual intervention that was previously required for key operations.

The new system allows QPS to access critical information at the touch of a button, empowering staff to be more productive and effective in their work, while also creating significant cost-savings in the long run.

QPS also recognised the value of partnering with a local Queensland technology provider that understood the unique needs of the public sector, crucial in ensuring the success of the transformation.

Ed Chung, CEO of TechnologyOne, said that by taking the risk away from its customers and ensuring it delivered on time and within budget, his firm could help more governments embrace the technology solutions they needed to drive positive change and avoid cost overruns.

“For too long, government innovation has been stifled by outdated models that fail to address the real needs of modern public sector organisations,” Mr Chung said. “We are thrilled that QPS embraced our willingness to challenge the status quo and proud to have paid back their faith in us, and their stakeholders are now able to embrace the benefits of transformational technology experience productivity benefits of SaaS. We are especially proud that these benefits will flow to the community in our hometown.”

TechnologyOne, which was founded and is headquartered in Brisbane, has long been a proponent of supporting Australian-made solutions.

The company’s SaaS+ model reflects its commitment to providing world-class technology that is built, owned, and operated by Australians, an increasingly important consideration in government contracting.

Mr Chung said the success of the QPS partnership highlighted the importance of local innovation in Australia’s growing tech landscape in the face of ever-increasing competition from multinational corporations.

“QPS recognises the value of local innovation and technology built, owned and run by Australians,” he said, noting this was an important step to levelling the playing field for local Australian companies when tendering for government contracts. “The experience with QPS shows that homegrown technology can be just as capable as anything the multinational giants can provide.”

The shift towards supporting local suppliers has never been more critical than in the wake of the Covid pandemic, which highlighted the vulnerabilities of relying too heavily on global supply chains and international vendors.

“If Covid taught us anything, it was that we must value and invest in homegrown capability,” Mr Chung said. “Investing in Australian-made solutions ensures a brighter future as a nation of innovators and creators, and not just adopters of information technologies.”

As QPS continues to reap the benefits of its new system, the collaboration with TechnologyOne has highlighted the potential for other government agencies looking to embark on similar digital transformation journeys.

By leveraging local expertise, embracing cutting-edge technology, and fostering innovation, they will be better positioned to deliver high quality services to customers.
