The obsessive rantings of Porsche fanatic Richard Pusey, the man at the centre of last week’s Victoria Police tragedy, are revealed in a series of emails to local authorities, in which the millionaire mortgage broker rambles about jihad, the end of the world and white male discrimination.

The correspondence, obtained by The Australian and sent throughout 2014 and 2015 as part of a long-running dispute with his local council over the height of his fence, provide an extraordinary insight into the mind of Mr Pusey.

In five days, he sent 19 faxes to Whitehorse City Council, including some in Spanish and Vietnamese, about the fence at his property in the east Melbourne suburb of Mitcham.

In an email, he explains the flurry of faxes were a product of his mania, before telling the council worker he’d see them in Syria and threatening to stage a protest on the West Gate Bridge.

“As the fax docs are just my mania pointing out things such as errors with dates, racial discrimination and some letters sent asking questions that have never been responded to,” he wrote. He finishes the email with: “PS. wouldn’t want a name like Massoud or Chong in this ‘Community’ — Would you? (so much for equal opportunity).”

In an apparent response to Whitehorse City Council asking for correspondence in English, Mr Pusey tells the council worker they “couldn’t organise a root in a brothel”.

“So the council communicated effectively with the old lady but cannot do the same for a white male with a learning and mental health disorder?” he said in an email sent on September 8, 2014.

“Supreme court, human rights. I remember everything, so do others judging by what’s happening around the World … New World Disorder was the headline on SBS last Friday — I wonder what that means?”

Mr Pusey remains in jail after he was charged with nine offences, including failing to render assistance, reckless conduct endangering serious injury and three counts of committing an indictable offence while on bail.

It is alleged that Mr Pusey was driving his $150,000 Porsche coupe on Melbourne’s Eastern Freeway at 149km/h on April 22, with methamphetamine and cannabis in his system.

He was urinating on the side of the road when a truck veered to the left, killing all four officers who had been dealing with him — Constable Joshua Prestney, Constable Glen Humphris, Senior Constable Kevin King and leading Senior Constable Lynette Taylor, whose funeral was held on Thursday.

The council dispute was triggered when Mr Pusey built a 2.1m-high fence on his property in 2013 without the required planning and building permits. Under council regulations, he was only allowed a 1.5m-high fence.

On March 7, 2014, Mr Pusey told Whitehorse City Council investigators that he had been bullied by the council and placed on a “blacklist” over the $33,000 fence.

He acknowledged that the fence, which was 60cm higher than the limit, was built without a permit, but he blamed the council.

“I had telephone conversations with them (council) trying to find out exactly what else was required to get the permit, but they wouldn’t tell me,” he told the investigators.

Mr Pusey slammed the council, citing “their history of the way they treated me and they took out an order to prevent me from going to their office”.

He confirmed to the investigators that he had written to the council in foreign languages.

“They were bullying me and they didn’t say what I put in writing had to be in English.”

Asked again why he had built the fence without a permit, Mr Pusey said: “Poor communication from the council.

“If you have rules in place, then you should effectively explain those rules. I have no knowledge of building. I’ll be moving to England shortly. I feel I’ve been bullied by council.”

Mr Pusey confirmed he had commissioned the 2.1m wire mesh fence to be erected, but was unhappy with the end result. “I’m not happy with the work and we’re sorting that out,” he told the investigators.

Mr Pusey said he had only paid the fence builder $20,000 of the contract price of $33,000 because he was unhappy with it.

“I only paid them about $20,000 because they put up wrong size sections, it wasn’t bolted down properly, the gate had the wrong lock so they had to put in an extra steel strip, it was just poor work.”

In an email sent from his mortgage brokerage firm Switch Now Home Loans, in August 2014, he tells an authority figure his battles with the council over his fence had given him insight into jihad.

“Jihad I can understand now,” he said. “Muslim-only schools I understand now.”

The Australian has previously revealed Mr Pusey’s licence to operate as a mortgage broker ceased last July, with the Australian Securities & Investments Commission issuing a notice of proposed deregistration for company ISWITCHNOW on April 6.

In another email, sent in August 2015, Mr Pusey tells a local figure he should end his life. “Should I tell everyone that politicians in Cuba could do a better job than you? You should all commit suicide,” he wrote.

“Why? Because in my opinion you're wasting valuable recourses (sic) that could assist others on this planet … You’re so corrupt, the whole lot of you.”

He then made further threats against the person in the same email, as well as foreshadowing a violent revolution.

“When we have the next revolution on this planet and the general public are taking your house as theirs, you will understand,” he wrote. “You’re a piece of shit in my opinion.”

Mr Pusey was allegedly caught on bodycam berating Constable Taylor about wanting sushi and about the damage to his Porsche as she lay dying under the truck.

A spokeswoman for the Whitehorse City Council declined to comment.
