The mother of the young cyclist seriously injured in a crash with Daniel Andrews’ family car questioned the Victorian Premier and his wife’s version of events days after the incident, police documents show.

Ryan Meuleman was hit by the Ford Territory – driven by Catherine Andrews – on the Mornington Peninsula in 2013, suffering a punctured lung and broken ribs.

The incident has resurfaced to become one of the storylines of the state election campaign, with Mr Meuleman engaging legal representation after claiming he was silenced.

Newly revealed police notes from the incident show Mr Meuleman’s mother, Sonia Johnstone, appeared at odds with the Andrews version of events, questioning whether the driver was “on the phone/distracted” or speeding, the Herald Sun says.

The newspaper on Wednesday night reported that police documents also showed that the Meuleman family was told Ms Andrews was not breath-tested because the senior constable believed she did not seem affected by alcohol.

The police notes were handed to Mr Meuleman’s new legal team and have been since released by his family.

Mr Meuleman’s barrister, John Ribbands, said the unearthed police documents raised more questions about the incident.

“I’m trying to provide my client with advice in circumstances which are mired in murkiness,” Mr Ribbands told the Herald Sun.

“There’s a lot about this matter that just doesn’t add up.

“There are conflicting accounts about the circumstances of the accident, there are unexplained shortcomings in the police response, and there is uncertainty as to how solicitors came to be involved at that time.”

Mr Andrews has been asked about the crash repeatedly at press conferences throughout the campaign.

He has repeatedly said he would not be adding further commentary, having addressed the incident previously.

Mr Andrews has long maintained that Mr Meuleman appeared out of nowhere, crashing into the family car at speed.

He previously said triple-0 was called immediately while Ms Andrews attended to Mr Meuleman, but the Meuleman family this year accused the Premier and his wife of cold-heartedness.
