Prime Minister Scott Morrison has told Australians that NSW hitting its 70 per cent full vaccination target should act as a sign of hope to other states and territories.

It comes as new Premier Dominic Perrottet announced changes in several settings as NSW prepares for freedom on Monday.

Victoria has recorded 1638 new cases and two deaths.
