Earlier, Victorian Premier Daniel Andrews condemned the 'appalling' behaviour of people 'pretending to be legitimate protesters' who harassed workers administering vaccines. Police were out in force in the city's CBD ahead of a planned fourth day of protests, as volunteers cleaned up the Shrine of Remembrance after demonstrators urinated on the sacred site.
