A group of prison inmates, allegedly directed by a transgender woman who called herself “the leader of The Pack”, is accused of sharing letters detailing sexual abuse of children.

Jessica Isabelle Rose, 31, known legally as Dean Angus Bell, allegedly “directed the child abuse ring which operated out of Junee correctional facility”.

Junee is a mixed-level, all-male prison, and it is understood Rose was in the process of transitioning but remained housed with male prisoners.

She was charged with eight counts of producing child abuse material, eight counts of disseminating child abuse material and knowingly/recklessly direct criminal group.

Police are expected to lay further charges against other members of the group.

It is understood the letters allegedly included references to sexually abusing children, as well as plans to sexually assault children on leaving prison. Kidnap and murder were allegedly mentioned in one or a number of these plans.

“During the investigation, strike force detectives identified a group of inmates allegedly calling themselves ‘The Pack’. This group allegedly shared letters among themselves detailing the sexual abuse of children and plans to offend against children in the future,” NSW police said.

“Detectives will allege in court the woman directed the group while in the correctional facility and wrote letters detailing the child abuse, which she sent to other inmates.”

Detectives of State Crime Command’s Sex Crimes Squad’s Child Protection Investigation Team – with assistance from NSW Corrective Services – allegedly found a large amount of child abuse material in April as part of monitoring procedures.

Rose was taken from Junee to Wagga Wagga Police Station on Tuesday and charged. She was refused bail to appear before Wagga Wagga Local Court on Wednesday. She is serving a prison sentence until July 2027.

Police continue investigations under Strike Force Edits.
