The remains were discovered during a search near Good Night Scrub National Park, 50km west of Bundaberg, on June 6.
The 17-year-old was last seen on May 15 when she was reportedly dropped at Bundaberg Airport by her housemates to catch a flight to Western Australia to visit her boyfriend.
But, according to police, she never entered the terminal.
Police allege Pheobe was murdered shortly after she was last seen, and that her body was moved several times before being located in remote bushland.
Housemates James Wood, 34, and Tanika Bromley, 33, were arrested on June 5 and charged with murder and interfering with a corpse.
The pair remain in custody and are due to appear in court again in August.
The Bishop family said they had been informed by officers that the remains found earlier this month in remote bushland were Pheobe’s on Monday.
In a statement, the family thanked the police and public for their support and compassion over the past month since the teen went missing on May 15.
“Our family would like to thank everyone involved from information reported to searching and everyone that has sent heartwarming messages,” the family said in a statement.
“We just would also like to have time to process and grieve this new information as a family and ask for privacy at this time.”
Bundaberg mayor Helen Blackburn described the news as “the heartbreaking outcome none of us wanted” and offered her “deepest condolences” to Pheobe’s family and friends.
“Pheobe was taken from this earth far too early, with her whole life ahead of her,” she said.
“Thank you to everyone who helped in the search and supported one another throughout this challenging time for our community.”
QPS said investigations “into locating more items of interest” were ongoing and appealed for any information in relation to Pheobe Bishop or the movement of a grey Hyundai IX35 between May 15-18 in the greater Gin Gin area.
