CCTV recordings show the men from NSW arriving in two white vans at the Ariele Apartments in Maribyrnong, a suburb in Melbourne’s northwest, to deliver furniture on July 8.
The Channel 7 video shows the three men carrying large pieces of furniture and white goods without masks.
In another example of a breach of health guidelines and in contravention of their valid red-zone permit, one part of the footage shows a man walk past some pedestrians at close range without a mask.
As well, one of the men moved within 1.5m of a motorist who attempted to leave the complex car park.
The blatant breach of rules prompted Victorian authorities to “throw the book” at the removalists and hand a file on them over to Victorian and South Australian police.
The men made a number of unusual stops through regional NSW and Victoria on their way to deliver the furniture in Victoria and then South Australia, including in Kalkallo and Ballan.
They also travelled to McLaren Vale for another delivery and the South Australian town of Tailem Bend.
Victorian Premier Daniel Andrews previously said they were not forthcoming with authorities about their movements and had slowed contact tracers down.
No charges have been laid against the three men.
