A terrifying alleged abduction attempt in Victoria has been caught on CCTV which appeared to show a 27-year-old woman breaking free.

Terrifying CCTV has emerged showing the moment a man allegedly attempted to abduct a woman in broad daylight.

The alleged incident unfolded in Whittlesea, north of Melbourne, on Friday evening.

Police have alleged that during the incident, which was captured on CCTV, a woman was approached by a man before attempting to drag her into his grey Mitsubishi ute.

The 27-year-old woman managed to escape his clutches before the man drove off, police said.

On Saturday morning, a 39-year-old man was arrested while driving a Mitsubishi ute on the Midland Highway in Shepparton.

The Mill Park man was arrested and on Sunday morning was being interviewed by police.

No charges have been laid.

Police say the same man is believed to have approached two girls riding scooters on Oak Bank Boulevard, Whittlesea earlier on Friday evening.

Victoria Police said in a statement that two girls, aged 13 and 14, fled and were unharmed.

One of the girls, Ally Hawking, told Nine News that a man approached asking for directions.

“He was really close to us and then he said come have a look in the back of my car and have a look at the maps and he opened the back door for us and that’s when me and Zoe left,” Ally told Nine News.

A passer-by intervened and escorted the girls home.
