A group led by Dr Martin Hiscock have launched a challenge against the current Richmond board.
The group have asked the current board, led by Peggy O'Neal, to stand down. If the board does not stand down, they will present a requisition - "containing signatures of many of the club's greats" - forcing an extraordinary general meeting.
The group - calling itself Focus on Footy - has released a "four-plank football plan". They say the goal is to work "year-round to compete for and win premierships".
They will keep Damien Hardwick and Brendon Gale at the club and say Neil Balme is "an obvious choice" to recruit to the club.
Two premiership Tigers are involved - Bruce Monteath and Bryan Wood. The group has a full ticket to challenge the current board but Hiscock said that a new board would ideally keep on two current members.
As well as Hiscock, on the ticket would be Monteath and Wood, along with Philip Allison, Margaret Kearney, former club doctor David Marsh OAM and Ingrid Williams.
"We are 35 years into a five-year plan. It's got to stop immediately," said Hiscock.
He says the group will modernise the club's constitution and make other changes at board level, including instituting nine-year maximum terms for directors.
