A 17-year-old man was later arrested at a property in Humpty Doo and tested positive for alcohol.
Information from the public assisted police in tracking down the alleged driver.
He has been charged with hit and run causing death and provisional driver with alcohol in blood.
The 17-year-old has been bailed to appear in court on October 10.
Detective Senior Sergeant Brendan Lindner said a forensic toxicological analysis would be undertaken to determine the presence of illicit drugs.
Major Crash detectives attended the scene and Power Road was closed for a number of hours.
“This is another tragic loss of life on NT roads involving alcohol,” Sergeant Lindner said.
“It continues a pattern of motorists involved in pedestrian collisions choosing to continue driving rather than stopping to help as lawfully required,” he said.
