Halfback Jamal Fogarty will now consider rejecting Manly to re-sign with Canberra after the Raiders revised their offer to two years.
It would be a crushing blow to Manly, who had targeted Fogarty as a replacement for veteran skipper Daly Cherry-Evans from next season.
Having initially a one-year deal, Raiders management has now tabled a two-season contract which would mean Fogarty could stay in Canberra and avoid shifting his family to Sydney.
Canberra has included some clauses Fogarty must achieve on-field to trigger the second year.
Those close to the negotiations suggest the kickers would be attainable to Fogarty.
The amended Raiders offer was lodged to block Manly’s attempts to sign Fogarty.
Manly’s offer is straightforward and does not include any performance clauses.
Friends claim Fogarty has a desire to remain in Canberra, where his kids are settled at school.
The Raiders playmaker still hasn’t reached a final decision but Canberra’s increased offer has made Fogarty reconsider his future.
It was generally accepted Fogarty was poised to sign with Manly before Canberra re-entered negotiations.
Fogarty would be confident he could activate the second year at Canberra by displaying the same robust form he has shown this season.
Canberra management is working closely with Fogarty to secure the deal.
It is understood the money on offer from Manly and Canberra is roughly similar.
Manly coach Anthony Seibold this week ruled out a play for departing Wests Tigers halve Lachlan Galvin.
The Sea Eagles have long-term faith in emerging halves Joey Walsh and Onitoni Large but the pair may be two years off playing NRL.
Seibold has floated the idea of shifting Tom Trbojevic to five-eighth from next season with Lehi Hopoate remaining at fullback.
Should Fogarty remain in Canberra, Manly is left in a challenging position for 2026.
Fogarty, 31, is off contract after this season with his Raiders to play Gold Coast this Sunday at Robina.
Canberra coach Ricky Stuart has built a strong bond with Fogarty.
