Mr Mills said visitors from NSW and the ACT to the NT should be treated the same way as Victorians.
He also said anyone entering the NT should be tested for COVID-19 before entering the NT and again once they arrive.
Speaking on Mix 104.9, Mr Heggie said targeted testing rather than general testing was “entirely appropriate.”
“We can’t control what happens in another jurisdiction in terms of testing,” he said.
He said testing would continue with anyone with symptoms, as well as international arrivals to the NT.

“Also random testing of people who bring us freight and other critical goods including medical equipment,” Mr Heggie said.
“It’s important again, we’ve got to use our resources carefully.”
