FORMER head of the NT public service, political adviser and prominent Territory identity Col Fuller has died aged 80.

Mr Fuller, who died in hospital in Darwin yesterday, was known for his important work in the Northern Territory as the head of the Government Transport and Works Department.

He was also the head of the Conservation Commission as a ministerial adviser to chief ministers including Shane Stone.

He came to Darwin from Papua New Guinea in the early 1970s as a quantity surveyor before working his way up the ranks to become the head of the Transport and Works Department and then joining the Chief Minister’s Department.

Former Deputy Chief Minister Barry Coulter said Mr Fuller had a natural flair for the political game.

“His ability to sniff the breeze was well-known, he was a very good political operative,” Mr Coulter said.

He said Mr Fuller was a great mentor to other high-level bureaucrats in the Territory.

“He saw that as part of his role — to continue the transition and intergenerational change,” Mr Coulter said.

Mr Fuller’s close friend and former Nine Darwin managing director Andrew Bruyn said he was known as a “toecutter” and for his ability to get things done.

However, he was always generous with his time and wisdom.

“Even as he battled ill-health at the end of his life, he was offering advice to family and colleagues about what made the best strategies for the future of the place he loved as home for his family — the Northern Territory,” Mr Bruyn said.

Mr Fuller leaves behind his wife of 57 years, Pam, sons Tony and David, daughter Belinda and his six grandchildren; Coby, Daniel, Jim, Rebecka, Nikki and Kain.
