Is Palmerston a place for people? Survey results not in yet

PALMERSTON Council is spending a tens of thousands of dollars on a community satisfaction survey — which includes the asking people if they agree that Palmerston is ‘A Place for People’.

PALMERSTON Council is spending a whopping $43,560 on its annual Community Satisfaction Survey — of which one of its primary objectives is to uncover how “strongly respondents agree that Palmerston is ‘A Place for People’.”

The NT News understands Palmerston residents are not being asked if they believe the municipality should belong to another species, but rather tested to see if they recognise the satellite city’s “brand”.

A report by Palmerston Council’s Director Governance and Regulatory Services Chris Kelly was presented at its regular meeting last week, updating members on the progress of its 2019 survey which started in early June.

Mr Kelly said even though much of the survey content was fixed to establish operational performance and collect demographic data — council could use it to measure other matters.

“As part of the survey, Council is also testing awareness of the brand ‘A Place for People’ and how strongly respondents agree that Palmerston is ‘A Place for People’,” he said.

“Council will continue to seek demographic information from respondents to ensure that the mix of survey respondents reflects Council’s demographics.

Mr Kelly said historically, Council commissioned the Community Satisfaction Survey to determine the overall performance of Council against 14 service areas and as part of its reporting requirements, however it was identified that the survey was due for review.

Unfortunately, the results of the survey haven’t always been positive.

The 2018 annual survey showed waste, assets and infrastructure, recreation, and arts and culture passed a benchmark satisfaction rate, with 11 of the 14 categories on the improve.

However, according to ratepayers, service and the sense of a safe community had decreased and sat well below the 100 point benchmark.

In 2017, Palmerston Council received its lowest score on record across 13 of the 14 categories in the annual community survey.

It was the unhappiest residents had been in five years.

Any score below 100, indicates council needs to perform better. Palmerston scored below 100 in 10 of the 14 categories.

The survey has been conducted annually since 2012.
