THE Palmerston Raiders Rugby League Club’s “Mad Monday” celebrations in 2017 saw a drunk player get naked in a strip club beer garden and attempt to masturbate another man, the Liquor Commission has found.

Darwin strip club Sinsations was earlier this month fined $6200 for breaches of the Liquor Act during the private function on 11 September 2017.

At one stage he appears to be attempting to masturbate another of the males who is sitting at a table.

Licensee Julia Castella told a hearing her venue “did everything by the book” and agreed to host the club’s end of season get-together so it would take place in a controlled environment.

“The reason we decided to accommodate this club was that in far too many situations these events are staged in a shed in the back blocks of Winnellie and very often end in violence and bloodshed,” Ms Castella said.

“Due to this complaint we will no longer be helping any of the local football clubs out.”

Ms Castella said the day’s events were the result of “one complete idiot”.

The club’s end-of-season festivities came to the attention of Licensing NT when an inspector wandered past on his way home from work just before 5pm and spotted a group of men at the club in fancy dress who showed signs of being drunk.

A later review of security camera footage from the private function revealed breaches of grog laws.

The footage — which the commission declined to release publicly — shows a shirtless man with a tattooed chest sitting at the bar being served by a naked barmaid.

Ths tattooed man purchased a shot, which the barmaid dipped her nipple into before serving.

The Commission found the man “appeared to almost pass out after consuming the shot”.

The same man later staggered into the beer garden, removed his pants and “stood naked in front of the other patrons”.

Some of the members of the football club who attended these premises on this day would also do well to reflect on their poor behaviour.

Separately, a man wearing a toga is seen on the floor while the naked barmaid straddles him and pours beer over her breasts so that it flows onto the man’s body.

Earlier, two men had been sitting at the bar, hugging, and both fell from their bar stools, with one so drunk he needed to be helped to his feet.

Mr Coates was scathing of Ms Castella’s handling of the incident and her evidence to the Commission.

“ … if she sincerely thinks she managed these premises appropriately on this day, then we would have serious concerns as to whether she is a fit and proper person to be the Nominee under the license,” Mr Coates said.

“Some of the members of the football club who attended these premises on this day would also do well to reflect on their poor behaviour.

“ … we would be surprised if some of the men in attendance on this day would be proud to be sharing footage of their antics with their family and friends let alone members of the general public.”

Among those who assisted Sinsations in it’s short-lived defence of the complaint was club coach and now Palmerston council Alderman Damian Hale, who said in a statutory declaration there was “no shooters” or “excessive drinking” during the event.

The commission found both of those were proven incorrect by security camera footage.

Mr Hale, a former federal Labor MP in the seat of Solomon, said he would like to “commend” Sinsations management for its “diligence” in being a responsible venue.
