Councils are being offered up to $200,000 in discounts if they match it dollar for dollar.
The Alice Springs Town Council (ASTC) voted in favour of the measure in July.
ASTC acting CEO Sabine Taylor said the council anticipated there would be an announcment made in the coming fortnight.
“Council has been liaising with the NT Government on the finer details of the contract and has been working on the back-end implementation of this scheme,” Ms Taylor said.
“Time is being taken to ensure the appropriate safeguards are in place.”
