2024 NT NDIS providers: bans, compliance notices, registration revocations

A Palmerston-based NDIS worker has been banned by the NDIS Quality and Safeguard Commission, while a number of other Territory providers have had their registrations revoked or been hit with compliance notices.
On December 13, 2024, Edwin Kiyeng was issued a banning order by the commission for contravening the National Disability Insurance Scheme Act.
The ban has since been varied by the commission twice, most recently on February 26, 2025.
NDIS Quality and Safeguards Commission acting deputy commissioner Mahashini Krishna confirmed Mr Kiyeng had been banned for almost two years.
“A banning order was made against Mr Kiyeng which prevents him from providing supports and services to people with disability in the NDIS, without the presence of another support worker or supervisor on duty,” she told this masthead.
“This banning order will be in effect until 20 December 2026.”
While it was confirmed Mr Kiyeng was found to have contravened the NDIS code of conduct rules and the NDIS Act, Ms Krishna declined to elaborate on specifics.
“The NDIS Commission is unable to provide further details on this matter,” she said.
“When considering compliance action, we look at the seriousness of the breach, as well as the attitude, knowledge and actions taken by the provider or worker.”
It is stated Mr Kiyeng was banned under section 73ZN(2)(a)(i) of the NDIS Act, which states “the person has contravened, is contravening, or is likely to contravene this Act”.
Mr Kiyeng joins more than 40 NDIS providers nationwide who are subject to a live ban order.
However, he is currently the only NT-based provider on the commission’s ban list.
Compliance Notices
From 2024 onwards, two NT-based NDIS providers have caught the commission’s eye for non-compliance so far.
Compassion and Power Ministry Services (NT) Pty Ltd
Issued a compliance notice on February 6, 2025, CPMS, based in Yarrawonga, were ordered to take “certain action” concerning incident management and worker screening.
North Australia Global Services Pty Ltd trading as Territory Care and Support Services (TCASS)
With operations across Darwin and Alice Springs, TCASS was hit with two separate compliance notices on January 9 and October 2, 2024.
Both notices remain in force.
Revocation of registration of registered NDIS provider
A considerable number of NDIS providers have had their registration revoked for both contravening the NDIS Act, as well as being found to have failed in commencing a mid-term audit within 18 months of their registration coming into force.
Jeff Stephen Hingpis
Mr Hingpis of Parap was issued a notice of revocation on October 22, 2024.
Hope Residential Care Pty Ltd
Based in Alice Springs, Hope Residential Care was issued its notice of revocation of registration on August 5, 2024.
Australian Health and Support Services Pty Ltd
Based in Farrar, Palmerston, the disability service was issued its notice of revocation of registration on August 8, 2024.
ANCCARE
The Wanguri disability service was issued its notice of revocation of registration on August 5, 2024.
Mabunji Aboriginal Resource Indigenous Corporation
The Borroloola-based service had their registration revoked on August 5, 2024.
Stephen Fletcher
Based in Cossak, Katherine, Mr Fletcher had his registration revoked on August 5, 2024.
David Enekwachi Chukwuemeka
Mr Chukwuemeka, of Nightcliff, was the third provider to have their registration revoked on August 5, 2024.
