Today, we reveal Numbers 3 and 4 on ‘The List’, as it’s become more simply known among those following it.

What do you think of our choices today?

The thorn in Chief Minister Michael Gunner’s side, Ken Vowles is the highest ranked member of Cabinet on our list and comes in five places ahead of his boss.

He’s also this year’s bolter, rising 51 spots from Number 54 in 2017.

Mr Vowles is not afraid to speak his mind in Cabinet and caucus, or indeed, to speak out against the echo chamber of Mr Gunner’s advisers and that’s what makes him so influential.

Our damning exclusive revealed details of a furious email from Mr Vowles to Labor members in which he bollocked his own Government for its excessive spending.

In the leaked email the Minister blasted the Gunner administration in searing fashion, telling his colleagues that if the Territory was a private business it would be bankrupt and would have had to close its doors by now.

Now that’s a powerful voice of dissent.

Northern Territory to introduce floor price for alcohol

Coming in at No. 4 this year is Mr Vowles’ colleague, Natasha Fyles, colloquially known as the Minister for Bad News.

Where there’s a fire that needs to be put out, Ms Fyles is there with the extinguisher. Name an area of government facing reform and it’s the Attorney-General/Health Minister doing the dirty work ... and copping the kicks that go with it.

And whenever the excrement really hits the fan, and it’s something that the Chief Minister should be dealing with (and we’re sure you’ve noticed this too), it’s invariably Ms Fyles who gets trotted out to face the cameras and answer the tough questions instead.

Publicly, Ms Fyles has consistently toed the Labor Party line, but in the face of Mr Gunner’s faltering popularity, privately, some people are beginning to urge her on to make a move.
