A HEARTLESS thief was caught taking flowers from a makeshift memorial in Melbourne honouring victims of the Bourke St car rampage.

Joshua John Arnott, 24 captured footage of the man while he was visiting the memorial on Sunday about 8am.

He told news.com.au that it felt “soul crushing” to watch.

“I still can’t believe it happened,” he said.

Arnott said he saw the man taking flowers from the main Bourke St memorial and then another bunch from a smaller memorial across the road. The man then tried to catch a tram out of the area but luckily police officers also noticed what happened and made the man return the flowers.

Like many others Joshua John Arnott said he shocked to hear about the attack on Friday and wanted to pay his respects to the victims.

He got up early on Sunday to catch a bus and train at 5.50am so he could travel to Melbourne from regional Victoria and visit the memorial.

“I grew up in Melbourne my whole life ... yeah I’m very shocked, just feels like a very bad dream,” he said of the rampage that left at least five people dead.

He said thought the rampage should have been preventable and he hoped authorities would change bail laws.

“He shouldn’t have been out in the streets,” he said of the driver Dimitrious “Jimmy” Gargasoulas.

Three adults and two children, a three-month-old baby and 10-year-old, were killed when Gargasoulas, who was on bail at the time for assault, allegedly deliberately drove into people in the heart of Melbourne.

Thalia Hakin, 10, Jess Mudie, 22, Matthew Si, 33, a three-month-old baby and a 25-year-old man died.

More than 30 were injured with 13 remaining in hospital on Sunday, at least two of them still fighting for their lives.
