Three second half tries for Sydney sealed the three-peat against an ACT side that fought tooth and nail the whole way.
Sydney captain Ash Hewson scored 19 points in the final, booting four conversions, two penalties and scoring a try.
The final was ACT’s only defeat in the competition, and their third consecutive runner-up finish to Sydney.
After dominating performances across the three day tournament, Sydney No 8 Victoria Latu was named player of the tournament.
Queensland finished third, defeating Western Australia 27-13 in their playoff on Sunday with Fenelle Hake kicking five penalties.
The Australian Defence Force finished fifth with a 10-7 win over New South Wales Country as fly half Nicole Hall booted the winning penalty in an extra time thriller.
The South Australia Barbarians claimed seventh place with a 17-12 win over Victoria, for whom No 8 Ashley Marsters scored two tries.
Wallaroos coach Paul Verrell will now turn his attention to picking a squad to travel to New Zealand in June, ahead of the Women’s Rugby World Cup in Ireland.
