The woman has now been identified as a 63-year-old, and her death is being investigated as a homicide.

The man was led away from the building in handcuffs and barefooted at about 12.15pm on Sunday.

The Herald Sun reports neighbours discovered the body in a stairwell and called triple-0.

One witness described the grim find as a “horror scene”.

On Sunday morning police officers were seen leaving the Surrey Road building clutching brown paper evidence bags.

“The exact cause of death is yet to be determined at this stage but her death is being treated as suspicious,” police said earlier on Sunday.

“Homicide Squad detectives are on scene and investigators will await the results of a post mortem.”

Investigations continue.
