Emergency services rushed to Presidents Ave in Ocean Grove following a report a car had lost control and collided with a child about 4.50pm on Friday.
A police spokesman said the four-year old child died at the scene.
The 71-year old female driver from Ocean Grove was arrested and will be interviewed by police.
Major Collision Investigation Unit detectives are investigating the circumstances surrounding the incident and have asked anyone who witnessed the collision or has CCTV or dashcam footage to contact police.
