Notorious gang rapist Mohammed Skaf will remain in jail for now after his parole review application was knocked back for the third time.

The 36-year-old, whose maximum sentence expires in 2024, will now remain behind bars until at least November.

Skaf and his older brother Bilal were leaders of the infamous Skaf rape gang which assaulted young women on a four-week rampage in the lead-up to the 2000 Olympics.

Along with other young Middle Eastern Australians, the Skaf brothers raped and degraded women they called “Aussie pigs” who they forced into “doing it Leb style”.

In January 2001, Skaf was sentenced to 22 years 11 months 30 days with a non-parole period of 16 years 11 months and 30 days.

On his first consideration for parole in 2017, the NSW State Parole Authority (SPA) denied Skaf’s release bid.

In February this year, SPA again denied Skaf parole, accepting the advice of the Serious Offenders Review Council (SORC).

SORC deemed parole was inappropriate as Skaf needed to participate in an external leave program to assist his reintegration into the community.

On Thursday, SPA refused Mohammed Skaf’s application for a review of that decision to refuse him parole.

SPA said in a statement that due to COVID-19, all external leave programs have been temporarily suspended, and confirmed the decision to refuse parole will stand.

His next anniversary consideration will be listed in November 2020.
