Fans and celebrities are paying tribute to American country music legend Charley Pride and Steel Magnolias actress Carol Sutton, who have both died of complications from COVID-19.

Music icon Dolly Parton has led tributes to Pride, country music's first black superstar and a multiple Grammy winner, who died in Dallas on Saturday aged 86.

"I’m so heartbroken that one of my dearest and oldest friends, Charley Pride, has passed away," Parton said on Twitter.

"It’s even worse to know that he passed away from COVID-19. What a horrible, horrible virus. Charley, we will always love you."

Tributes are also pouring in for the actress Carol Sutton, who died in a New Orleans hospital where she was being treated for the virus, aged 76. Sutton was best known for her performances in the movies Steel Magnolias, Monster's Ball and Ray.

Back in Australia, Victoria will welcome its 1000th person to its new hotel quarantine program today after the overhauled scheme resumed last Monday.

Police Minister Lisa Neville said as of Saturday night, there were 946 return travellers in hotel quarantine and another 87 people expected to arrive via three flights on Sunday.

The latest single case, reported on Sunday, is a boy aged under five.

His parents were among the five new infections reported on Saturday.

All international flights into Victoria were cancelled on July 10 until December 7 and an inquiry into the first bungled program heard more than 99 per cent of the state's second wave of COVID-19 cases could be traced back to overseas travellers in hotels.

Chief health officer Professor Brett Sutton said the latest positive results, after 43 days of no new cases in the state, "are to be expected".
