When will Japan open its borders to tourists?

Japan has been off the table for foreign tourists since early 2020. Now, as international travel returns, when will Japan open its borders?
Prime Minister Fumio Kishida has indicated he will loosen border controls in June, however it will likely be in stages, based on the advice of experts.  
Japan needs tourism dollars
Japan is ultra cautious. The country briefly loosened restrictions in December to allow business travellers and international students, but backflipped two weeks later due to Omicron.
Why are the borders closed?
There is strong public support for tough border measures due to Covid, and with an upcoming election, the current government doesn't want to rock the boat.
As of March 1, 2022, new entry is accepted for business or employment for a three month stay. Foreign students and academics are also allowed in.
Who can go to Japan now?
No Australian airlines are currently flying direct to Japan.
Are Australian airlines booking flights to Japan?
ANA has flights from Sydney to Haneda, Tokyo – most likely for the select few who can visit the country and facilitate necessary business for Japanese citizens.
Are Japanese airlines booking flights?
For tourism, it’s best to wait until the border opening is confirmed but do keep an eye out for deals. Given the economic climate, airfares to Japan may well sell for a steal when the country opens.
Expect strict Covid rules including masking, full vaccination (three doses) and limited capacity at restaurants, bars, museums and events.
When Japan does open...
The usual will likely stand for entry: a vaccination certificate and a negative PCR conducted a few days before flying. Watch this space!
