Victorian Rebels state president Ray Elise will be deported from Australia

A feared bikie who police believe is one of the most influential organised crime figures in the state will be booted from Australia.
The Herald Sun can reveal New Zealander Ray Elise, the Victorian President of the Rebels OMCG, has had his visa cancelled by Home Affairs Minister Peter Dutton and is facing imminent deportation.
The bikie, who has been taken into immigration detention, has been targeted due to his criminal offending from a young age, a failure to seize rehabilitation opportunities, disregard for Australian laws and having “an extensive network of criminal associates”.
Mr Dutton has now cancelled the visas of more than 270 criminals involved in organised crime and told the Herald Sun there was “more to come”.
“I have cancelled the visa of a senior member of the Rebels in Victoria because the Rebels is a notorious group of thugs, drug dealers and thieves,” Mr Dutton said.
“Outlaw motorcycle gangs come together to commit crime and make money.
“If you are worried about your kids or grandchildren getting hooked on drugs then be worried about bikie gangs.”
The bikie’s TY Subclass 444 Special Category (Temporary) visa has been cancelled on character grounds and because Mr Dutton believes it is in the national interest.
Elise, who also goes by the names Ray Siloi and Mace Raymond Sitoper, has been a thorn in the side of Victoria Police for years.
But he has flown under the radar and avoided the media spotlight, unlike other influential figures such as Mongols bikie Toby Mitchell and Comanchero boss Mick Murray.
Police gave a report to the Department of Home Affairs in February this year, outlining their concerns about the Rebels bikie’s growing influence in organised crime in Melbourne.
The anti-bikie Echo Taskforce believes Elise has been involved with the Rebels for at least four years.
He swiftly moved up the ranks to become Victorian state president.
The police report states Elise became a patched member in 2015 and went on to become state vice president in 2017.
He then took over as Victorian state president in April 2018, when the former president retired.
Elise has a lengthy criminal record in New Zealand.
In 2005 he was convicted of unlawfully carrying an imitation firearm and unlawfully presenting a firearm at a person.
He was also convicted of three counts of behaving threateningly in 2010.
Victoria Police stopped him in January 2015 while he was wearing a Rebels OMCG vest. While police were speaking to him two patched Comanchero bikies arrived at the scene.
Three months later Elise was “street checked” by police while wearing a Rebels OMCG vest with a Rebels OMCG flag covering his face.
And in July 2018, he was stopped by police along with six other Rebels bikies.
He was wearing a Rebels OMCG vest with patches bearing the words “Elite”, “Forever”, and “Melbourne Chapter”. Elise has also been stopped by police leaving the Rebels Melbourne Chapter Clubhouse.
The Rebels OMCG National Meeting was held in Darwin in February last year and Elise attended in his role as state president, along with other high-ranking Rebels office bearers from Queensland and South Australia.
He was also present when police raided the club’s North West Chapter clubhouse in February last year.
Despite all this, when he was pulled over by police in September last year he denied he was a Rebels member and said “he had only worked with members in his previous employment”.
“Bikies are the biggest distributors of amphetamine in the country and are all-round bad people,” Mr Dutton said.
“Outlaw Motorcycle Gangs destroy lives, families and communities and I will do everything in my power to protect Australians from criminals who seek to do us harm.”
