The Seaford man stopped immediately following the collision and underwent an alcohol and a drug roadside test at the time.

Victoria Police said the man passed both drug and alcohol roadside tests but refused the blood test which was “standard procedure”.

“He was requested by Melbourne Highway Patrol officers to provide a blood sample as per standard procedure under the Road Safety Act being a driver involved in a serious collision,” a spokesman said.

“The driver allegedly refused and was charged on summons with refusing to provide a blood sample.

“He was immediately given a notice banning him from driving and will appear at Melbourne Magistrates Court on 19 September 2024.”

Police will continue to investigate Landsberger’s death and a report will be prepared for the coroner.

The Western Bulldogs, where Landsberger’s father Jake Landsberger worked as a club doctor, released a heartfelt statement on Wednesday.

“His enthusiasm for the game and passion for his work was always evident and his positive approach and friendly nature will be fondly recalled by all who knew and worked with him,” it read.

“As well as being a talented and respected journalist, Sam was an ardent Bulldogs fan and had close family ties through his father Jake, the Club’s former long-term medical officer and Bulldogs life member.

“Our sincere sympathies to Jake, Anne, Jess, Sarah and all of his extended family, friends and colleagues.”

The sentiment was echoed by coach Luke Beveridge at his weekly press conference.

“Our love and emotions go out to … the Landsberger family on the passing of Sam, obviously in a really challenging set of circumstances,” he said.

Collingwood Football Club coach Craig McRae also opened his press conference by paying tribute to Landsberger.

“I just wanted to take the opportunity to send my condolences to Sam Landsberger’s family and his friends,” he said.

“It was tragic news yesterday and the industry will be lost for his loss, so wishing everyone all the best.”
