At least 12 unmarked police cars chased a black SUV across Melbourne’s western and northern suburbs.

Onlookers reported seeing the car driving erratically towards the CBD about 9.30am before it changed course and drove towards Tullamarine.

Louisa, who was leaving the shopping centre at the time of the incident, said she watched the dramatic arrests as police surrounded the carpark.

“I’ve come out of the shopping centre where two police cars have blocked in a black (vehicle),” she told 3AW.

“They’ve got two people … one’s on the ground in handcuffs, they’ve got zip ties on him and there’s another one further up sitting on the gutter. There’s about 20 police and probably more coming.”

Louisa said one alleged offender could be heard directing “colourful” language towards police.

“There’s one guy on the ground wearing runners, black jeans, light top yelling at them (police),” she said.

“There was a lot of running around when I first saw it.
