Video has emerged of a planned hoon gathering in Chelsea Heights on Tuesday night showing a huge crowd of people and cars gathered at a busy intersection in the southeastern suburb.
A bystander who came across the scene about 10.50pm starts filming as a black sedan repeatedly performs burnouts in the middle of the intersection on Wells Rd and Thames Blvd, with tyres screeching and smoke billowing.
The crowd watches on, as cars sit parked along the side of the road surrounding the intersection with their headlights switched on to spotlight the scene.
Everyday commuters can be seen carefully navigating the intersection as they drive through the crowds when there is a break in the action.
The crowd then scatters and the parked cars start speeding off as someone yells out “red and blue” and the sound of sirens can be heard in the background as a solo unmarked police car arrives.
Victoria Police has been contacted for comment.
