Convicted criminal Dale David Williams impregnates girlfriend using IVF from inside Port Phillip Prison

The girlfriend of a serious organised crime figure - locked up in Port Phillip Prison - has shared some startling pregnancy news.

A convicted woman basher and drug lord captured by the global AN0M sting has impregnated his girlfriend using IVF from inside a maximum security prison.

Dale David Williams, 41, and his partner, Keisha Lampi, 33, are expecting a baby this year as Williams serves a 16-year sentence at Port Phillip Prison for attempting to smuggle almost 150kg of methamphetamine into Australia.

Multiple sources have confirmed Williams and Lampi were undergoing IVF treatment while he has been in prison, but treatment may have started prior to his sentencing in 2023.

Victoria’s maximum security prisons do not facilitate conjugal visits.

Williams, who has already fathered children to a previous partner, is a career criminal with international drug trafficking links.

He is considered a serious organised crime figure.

The Allan government would not answer written questions sent to it by this masthead or confirm whether Williams had been permitted to participate in an IVF program while imprisoned due to privacy reasons.

“The Supreme Court ruled in 2010 that prisoners are entitled to seek access to fertility treatments,’’ a spokesperson said.

“We are considering advice on whether this is being delivered in line with community expectations.’’

In November, the Allan government struck down the opposition’s bid to strip prisoners of their right to access IVF.

Lampi has confirmed her pregnancy on her social media accounts with photographs boasting a baby bump.

A friend messaged saying: “Happy birthday Keisha. GOD always looks after you and DALE JUNIOR. Convey my greetings to DALE, one day I will visit to see him. I hope you all are well.”

When contacted, the Lampi family declined to comment.

The pair’s IVF success comes just months after convicted murderer Alicia Schiller was given the green light by a court to be released from a Victorian maximum security prison to undergo treatment.

Schiller no longer plans to go ahead with her IVF plans.

Williams’ offending includes alleged shocking family violence against a woman who is the mother of his twins.

The Patterson Lakes man faced a raft of charges in relation to three horrifying incidents in 2013 and 2017.

In 2013, Williams was alleged to have driven to a Frankston property where he had an argument with the woman before kicking and punching her, after which he drove her to the hospital and dragged her from the car and left her at the entrance.

His victim told police she was treated overnight for her injuries and was bedridden for three weeks after suffering pain in her wrist, lower back and ribs.

She also told police of two more incidents in 2017, while Williams was the subject of an interim Family Violence Intervention Order.

The woman told police Williams harassed her at house in Bentleigh leading to a dangerous car chase.

It was alleged by the woman she was forced to abandon her vehicle on the side of the Frankston Freeway and hide from him.

Later, it was alleged Williams tracked her down at another house leading to the woman escaping in a car only for Williams to drag her from that vehicle, kick her and force her into his car where he repeatedly punched her in the face.

She was treated at the Alfred Hospital for injuries including two black eyes.

Eight weeks later, Williams allegedly forced his way into another house where the victim was living in Brighton, where she alleged he assaulted and urinated on her.

Williams was arrested after neighbours heard screaming coming from the home.

A court heard that the woman was in extreme fear that Williams would “kill her and her children”.

In 2018 he pleaded guilty to one charge of recklessly causing injury and one charge of contravening a Family Violence Intervention Order.

On May 4 that year, he was sentenced to 10 months’ jail followed by a 15-month CCO.

A police source said Williams was “the undisputed leader of the Frankston Crew” and known for standing over other criminals.

“He’s a very violent man,” a police source said.

“He’s aloof. I’d say he’s a psychopath. A cold-blooded, angry, nasty man.”

During a search on an associates’ house a photograph was found of Williams wearing a stolen Victoria Police uniform complete with a police badge.

The uniform and badge were never recovered.

The AN0M sting was an unprecedented international police operation on the world’s biggest crime syndicates.

The encrypted AN0M platform, developed by the AFP and FBI, was adopted by some of the world’s most senior criminals, including members of the mafia, outlaw bikies and other high-level criminal networks, who used it, not knowing their messages were being intercepted in real time.

Williams, who used AN0M, was among the first arrests by the AFP’s Operation Ironside in 2021.

He had communicated with high-level drug traffickers in Turkey on the app about the pending shipment, and two prior drug runs for which he was not charged, which he described as being “perfect”.

In 2023, Williams pleaded guilty in Victoria’s County Court to attempting to possess 144.5kg of methamphetamine after admitting he was a “key player” in attempting to import the drugs into Melbourne in 2020.

Williams will serve at least 10 years in prison before being eligible for parole.
