Carl Valeri’s midfield replacement was due in Melbourne last week, but it is understood that the Albanian remains in Europe after he was denied a tourist visa to enter Australia, as Victory chiefs explore different immigration options.
There are no long term concerns about Basha’s availability, who will board an Australia-bound flight as soon as the visa is granted, but it is a blow to Victory coach Marco Kurz, whose squad has been assembled later than most.

Former Atalanta and Torino player Basha, 32, was signed a fortnight ago, just after Ivorian international Adama Traore, who possesses an Aussie citizenship, while Dane Jakob Poulsen was signed a month ago and Austrian Kristijan Dobras and German Tim Hoogland signed in mid August.
Basha’s likely absence leaves the Leigh Broxham in line to again make a start in defensive midfield, with teenage midfielder Anthony Lesiotis the other option.
Melbourne City enters the Marvel Stadium clash better prepared, considering they have played three extra competitive games after winning a spot in the FFA Cup final.
Victory lost their Round of 32 clash at home to Newcastle Jets back on August 7.
Basha, who most recently played for Greeks Aris Thessaloniki, has been capped 33 times by Albania (scoring three goals) after playing for the country of his birth, Switzerland, at youth level.
Kurz was thrilled to sign the tenacious midfielder, whose former clubs include Lausanne, Rimini and Bari.
“Given he has played at the highest level domestically I believe he will be a strong leader amongst the group,’’ Kurz said.
Basha most recently played for Albania during Euro 2020 qualifying in June, having made his international debut in 2013.
