A chilling letter addressed to the United Nations has claimed to have uncovered some of Russia’s post-invasion plans for Ukraine.

A chilling letter addressed to the United Nation’s high commissioner for human rights has claimed Russia has a list of Ukrainians “to be killed or sent to camps following a military occupation”, as the escalating situation in eastern Europe sits on a knife’s edge.

US ambassador to the UN Bathsheba Crocker claims intelligence gathered by the government points to Russia causing “widespread human suffering” should it attack Kyiv directly.

“I would like to bring to your attention disturbing information recently obtained by the United States that indicates that human rights violations and abuses in the aftermath of a further invasion are being planned,” Crocker wrote in her letter, first published by the Washington Post.

According to the letter, “these acts, which in past Russian operations have included targeted killings, kidnappings/forced disappearances, unjust detentions, and the use of torture, would likely target those who oppose Russian actions”.

Crocker claimed the targets included both Russian and Belarusian dissidents currently residing in Ukraine.

“Specifically, we have credible information that indicates Russian forces are creating lists of identified Ukrainians to be killed or sent to camps following a military occupation,” Crocker continued.

“We also have credible information that Russian forces will likely use lethal measures to disperse peaceful protests or otherwise counter peaceful exercises of perceived resistance from civilian populations.”

The development came after US President Joe Biden and Russian President Vladimir Putin agreed to "the principle" to meet for a summit discussing "security and strategic stability in Europe," but will only take place if Russia does not invade Ukraine.

The summit will be discussed by Secretary of State Anthony Blinken and Russian Foreign Minister Sergey Lavrov during their meeting on Thursday.

The potential summit was announced by French President Emmanuel Macron on Sunday, and a press release states that the summit “can only be held at the condition that Russia does not invade Ukraine.”

The announcement comes just hours after Fox News confirmed that Russian commanders have been given orders to carry out an invasion of Ukraine. President Biden spoke with President Macron on Sunday afternoon.

White House Press Secretary Jen Psaki confirmed that while President Biden and President Putin have accepted the meeting “in principle”, Russia continues to indicate they are making preparations for “a full-scale assault on Ukraine” very soon.

"President Biden accepted in principle a meeting with President Putin following that engagement, again, if an invasion hasn’t happened. We are always ready for diplomacy. We are also ready to impose swift and severe consequences should Russia instead choose war. And currently, Russia appears to be continuing preparations for a full-scale assault on Ukraine very soon," Psaki said.

She added that President Biden is committed to pursuing diplomacy "until the moment an invasion begins."

Ukrainian President Volodymyr Zelensky travelled to Munich to meet with US Vice President Kamala Harris and other politicians at the 2022 Munich Security Conference despite warnings from US officials not to leave the country.

The trip came after US President Joe Biden warned Friday that he believes Russian forces intend to attack Ukraine “in the coming week” or sooner.

Despite the apparent progress made by diplomats on Monday, civilians on the ground remain wary.

Thousands of residents are participating in groups to receive basic combat and survival training as the fear of invasion continues to rise.
