A MAN who sought to exact venegance on a teenage boy he believed had assaulted his brother will spend at least 18 years in jail.

Jamie Leslie Sumner, 29, tortured and killed Raymond George Allen, 16, after luring him to a supermarket in Mooroopna, near Shepparton, on April 25, 2005.

Justice Geoffrey Nettle said Sumner had not shown the slightest regret, contrition or empathy towards Mr Allen's family.

Even after the jury's verdict, Sumner continued to deny his involvement in Mr Allen's murder.

Sumner, of Keilor East, repeatedly stabbed him in the neck after Mr Allen begged him not to take his life.

But Justice Nettle said there was no proof Sumner's brother had even been assaulted.

Mr Allen's body has never been recovered.

His mum Katrina Rowlands said outside court that the sentence was not long enough and she hoped Sumner would rot.

"Our family is doing a lifetime over here and he's only got 18 years,'' Ms Rowlands said.

`"We have a life-sentence.''

She said wanted to know where her son's body was so she could lay him to rest.

Summner was sentenced this morning to 22 years in jail with a non-parole period of 18 years.
