THE bike part that was used to kill Carl Williams was meant to be chained down after an attack on another prisoner, according to Roberta Williams.
Williams, who is planning to sue Corrections Victoria on behalf of her daughter over the death of her former husband, said she was awaiting documents to prove the stem used in the attack had been identified as a weapon.
"There's lots of documents to come," she said.
"Another prisoner's documents say the bike seat was supposed to be chained down."
The controversial figure, who is pregnant to her fiance Rob Carpenter, will claim authorities had a duty of care to protect Williams from attack on April 19.
Williams was hit at least eight times on the back of the head by another prisoner, who cannot be named for legal reasons, while he read the newspaper.
Roberta Williams also said those in charge of Barwon Prison tried to "interrogate" her after the former gangland figure was killed.
"The prison officers were trying to ask me questions," she said. "They were trying to interrogate me. I was too distraught to answer any questions. They took no precautions to prevent this happening again."
Williams told the Herald Sun she believed police were investigating whether another convicted criminal, who was an associate of Carl Williams, was involved in the fatal assault.
She also believes she knows who was behind the slaying.
"It's disgusting," she said.
"It's their fault Carl's dead and I'm going to sue the a--- off them. I've got up to six years to do it."
She had consulted a lawyer about launching legal action but would not lodge a writ until after the coroner makes findings on Williams' death.
She said a prison officer was assigned a job to constantly monitor CCTV in the jail, but he had left his post.
In some cases prison guards would turn the other way if a prisoner was being assaulted, she said. "It's one of these officer's job to watch those screens," she said.
"How on God's earth could they do something like that. I'm hurt more than angry. I'm hurt for my daughter."
She said their daughter, Dhakota, was upset her dad was gone.
"Carl wasn't a fighter," she said. "Carl wouldn't know how to hold his fists up, he wasn't that kind of guy."
In a twist, Roberta's fiance, Robert Carpenter, knew the man alleged to have killed Williams.
But she said Williams was trying to do the right thing when he was killed.
"In the end he was trying to right some of his wrongs," she said.
Williams said she feared the man she believes was behind the alleged murder.
