He has been charged with driving without due care and attention causing death and driving whilst over the middle alcohol limit.
Police will allege the man was driving a vehicle on Bluff Road around 9.50pm when it fatally hit Ms McLachlan.
He has been served a notice to appear in Charters Towers Magistrates Court on May 15.
Her sister Casey Busch said the couple had been in a relationship for about half a year before she died.
She said their grieving family had been anxiously waiting to see if charges would be laid for more than five months.
“It’s been hard to move on because we don’t have no closure or nothing,” she said.
“We want justice for Katrina.”
She said her sister’s death had taken the hardest toll on her kids, aged 3, 8, 10 and 14.
“It’s heartbreaking because now her four kids are with me,” Ms Busch said
“We’ve got to look in their faces every day and see how confused they still are about why they can’t see their mother anymore. They still look for her.
“I’ve taken them to stay with me in Cloncurry for now.
“Every time we go back to Charters Towers, we always take them out to see their mother’s grave, but they don’t really understand why we’re going out there.”
The beloved stay-at-home mum was farewelled at a funeral at the Arthur Titley Centre on December 5.
Tributes from family and friends remembered Ms McLachlan as a “beautiful woman”.
“You will be dearly missed, rest easy sister,” one person wrote on Facebook.
“RIP taken way too soon. So very sad,” said another.
