Developer proposes three 10-storey towers at Kangaroo Point

A developer has applied to build three towers containing a total of 200 units in the congested inner Brisbane suburb of Kangaroo Point, and locals may not have a legal right to appeal the application if its approved.

A developer has applied to build three 10-storey apartment towers across eight house lots in a congested inner Brisbane suburb without having to publicly notify locals.

Mewing Planning Consultants lodged the ambitious project on behalf of 108 Lambert St Unit Trust in relation to 94-108 Lambert St and 46 O’Connell St, Kangaroo Point.

The shareholders of the Trust are the Lambert Property Group Pty Ltd and PCM Property Group Pty Ltd.

One of the directors of the Trust, Pedro Pikos is the managing director of the Pikos Group which, in 2016, lodged an application to build multiple dwellings on four of the lots (102A, 104 and 106 and 108) on Lambert St.

However, the application was withdrawn in February.

The latest proposal includes the amalgamation of eight blocks into three lots in preparation for the towers that will contain a total of 200 units,

Each tower will have a basement of either of four or five levels and the total site is 5291 sqm.

The application also states the project should be deemed code assessable because it falls within the building guidelines of the Brisbane City Council and the Kangaroo Point Neighbourhood Plan.

A ‘code’ assessable development does not require public notification.

Under the Kangaroo Point Peninsula Neighbourhood Plan, it specifies a maximum height of 10 storeys plus a penthouse level that does not exceed 50 per cent of the average area of the typical floors of the tower.

“The proposed development has a maximum building height of 10 storeys, plus penthouse level on each tower (which is less than 50 per cent of the average area of the typical floors below) and therefore is code assessable under the level of assessment table for the zone,” the application said.

Tower One will 61 units including 58 three bedroom apartments, while Tower Two will have 47 residences of which 28 will contain three bedrooms.

Almost half of the 200 units will be in Tower Three which faces Lambert St.

Tower Three will have 92 units comprising of 36 with one bedroom, 54 with three bedrooms and one four-bedroom unit

Overall there be a combined total of 326 car parks which includes 50 spaces for visitors.

Each roof top will contain a communal area comprising of a pool, lounge area and outdoor dining.

Former Kangaroo Point Residents Association president David Murray said even if the council agreed that it was a code assessable development, locals should still register their disapproval.

He said a code assessable development meant there were no appeal rights for objectors but the council as a matter of course had to take on board any objections.

“Code assessable buildings are all designed to knock out area rights,“ Mr Murray said.

People have a right to make comment to council and the council must take note of those comments.”
