“She said ‘someone’s shot me’. I asked her ‘who?’ and she said ‘I don’t know’,” the resident said.
The woman was taken to The Alfred hospital, where Acting Inspector Trish Duke said police would make further inquiries with the woman.
Insp Duke said it was unclear what type of weapon was used or what the motive was.
Police are still hunting the shooter.
The resident, who said she was scared to be identified, said the woman was shot at the corner of Leeds and Lennox St.
She said she called an ambulance for the woman.
“I didn’t hear anything, I was inside,” she said.
“The first I saw (was when she) knocked on my door and she looked so tired and scared.”
The area around Highett St and surrounding streets was cordoned off on Wednesday night.
Richmond mother Nyariak Deng was on her way to pick her son up from childcare when she heard what sounded like gun fire.
“It was really loud,” she said.
“Like I heard the bullet. I was really scared.”
Richmond resident James Meikle said he heard some loud noises.
“It’s a bit weird; you get a lot of crime in the area but never shootings,” Mr Meikle said.
“I automatically thought it was related to the commission flats”
A local pub worker told the Herald Sun there was a heavy police presence in the area.
“There are heaps of police driving around,” he said.
Another resident, who didn’t want to be named, reported “hearing the blast”.
Police continue to investigate the incident.
